The Jakks Pacific WWE Classic Two Packs were exclusive to Toys R Us, starting in 2004, as a compliment to the Classic Superstars line. I remember finding these and being floored at Series 1 (Hart Foundation, Legion of Doom, and Rockers), and had to have all of them. At 19.99, they were a great deal and some of these now go for big money on the secondary market. Here is a complete checklist of the two packs, and my best and worst of each. There are also exclusive Classic Two Packs, which I will list after.

The Best Classic Two Packs:
These Classic Two Packs represent some of the best work Jakks did on the Classic line. Many of the Classic Two packs had bad parts choices, or inaccuracies, or just people who didn’t need to be featured. But the above are the best of the best. All of the classic two packs are worth consideration for collectors of the Classic Superstars line, however.
The Worst Classic Two Packs:
These are some examples of how Jakks could be lazy and inaccurate when they chose to be.
2 Cool is probably the worst offenders, because they were way more colorful and interesting than what we got here. Also, Scotty has a heavyweight torso, which is not a fit at all. Tazz is a great figure but the RVD is tiny and there was no major history between the two. Austin was a re-release from Series 18, and Rock was just lazy.
Honorable mentions (not best or worst):
- The British Bulldogs: Davey Boy Smith has his 1991 hairstyle on 1988 themed figure.
- The Rock and Roll Express: Famously, their heads are made opposite, with the wrong hair color and face.
- Mustafa and Slaughter: Sgt. Slaughter is tiny compared to Mustafa, given the parts available.
- Undertaker and Paul Bearer: Bearer is a giant compared to Taker.
- Lex Luger was swapped in, after the Benoit family tragedy, to fill the Horsemen set.
- Strike Force has mismatched entrance gear.
- Abe Knuckleball Schwartz and Harvey Whippleman are the only ones to not also have a singles release in the Classic Line, not counting Randy Orton, Natalya, or Dibiase Jr, as they were current talents.
